You pay a fee for your residence permit application. The money is not refunded if your application is rejected.

If you are applying online, you pay with a credit card or a bank card.
If you are applying on a paper form, you must pay the fee in RUR, at the time of submission.
Some people are not required to pay for their applications, including the following:
students at the World Maritime University in Malmö
citizens of Japan
students who have received a scholarship for studies in Sweden from: Sida (Swedish International Development Agency), EU, Swedish Institute (SI), International Science Programme at the University of Uppsala
In order for an exception to the application fee requirement to be applicable, the scholarship must consist of money for living expenses, and not only cover tuition fees. The scholarship must be paid out during the period for which you are applying for a residence permit. Note that it is the scholarship that causes an exception to the requirement. For example, if you are employed as a doctoral researcher with a salary funded by EU funds, you are not exempt from the requirement to pay an application fee because you receive a salary and not a scholarship.
